Loy, your efforts and leadership with Wellness Matagorda County (WMC) have been instrumental in the development of the hospital’s new Wellness and Rehabilitation Center. Your consensus building skills led a diverse group of private companies and local governmental entities to come together with a common vision to encourage and assist Matagorda Regional Medical Center with the building of a community wellness center. That vision is now a reality and it will have a huge positive impact on the health and wellness of those who live in and near Matagorda County.
Loy Sneary’s optimism and leadership while serving as Chairman of the U.S. Rice Council’s Western Hemisphere Sub-Committee played a key role in opening new markets in Mexico and Central America. His leadership led to Latin America becoming the U.S. rice industry’s largest overseas market.
Loy also provided expertise and leadership to the founders of the Wildlife Habitat Federation as we launched this new organization. His consensus building skills allowed WHF to develop a successful long range strategic plan which has led to landowner restoration of 1000’s of acres of native wildlife habitat.
Whether welcoming delegations of officials from African nations, hosting food editors from Europe or building consensus among Texas landowners, Loy’s exuberant personality and positive attitude keeps everyone focused and on track until all objectives are successfully met.

Loy and I worked together to develop a solution to reduce flaring associated with oil and gas development. This culminated in a successful HARC funded pilot project in North Dakota. Loy’s organization, attention to detail and determination as project manager/developer were key factors for the project’s success. With his leadership we built a cohesive team between the technology provider/installer, the sponsoring oil company, local contractors, state and federal regulators and local power companies.
